G8 Summit and Overseas Tax Evasion: Where Does Canada Stand on the World Stage?

The G8 Summit meeting is about to get underway in Northern Ireland with the issue of tax evasion being emphasized as paramount by British Prime Minister David Cameron and French President François Hollande, both of whom have expressed their firm commitment to eradicate overseas tax havens. In stark contrast, there is Canada and the Harper Government’s half-hearted actions in dealing with this issue – all coming under renewed scrutiny for its incredible lack of effort, commitment and funding in dealing with this massive problem – on the world stage no less.

Charlottetown Senator Percy Downe has released the results of his latest efforts to learn more about what actions the Canada Revenue Agency (CRA) has taken recently in addressing the issue. Unfortunately, as is so often the case with efforts to get the CRA to divulge information, the results have been nothing but utterly disappointing.

“This Government has long bragged about the handful of people it has convicted of overseas tax evasion,” said Downe. “But when you go to the ‘Convictions’ section of the CRA website, you will find no reference to such cases. And yet, contrary to what the Conservative Government has led Canadians to believe in their talking points, not one conviction for overseas tax evasion is posted publically.”

Downe asked the Government to provide details of any overseas tax evasion convictions: names, locations, dates, penalties, etc. – the same information that is posted on the CRA website for domestic convictions. The Government response failed to provide the level of detail given for domestic tax evasion and refused to divulge information regarding specific cases.

Further to recent reports, Downe also questions why the CRA is using a broader definition of "offshore" when reporting convictions. Some have determined that it inflates a minimal success record that stands not only to embarrass the CRA and the Conservative Government, but also -- with the upcoming G8 Summit meetings about to begin -- Canada.

“This government has a habit of making bold claims of success, but then failing to supply evidence to support those claims. Where are these mystery convictions? Why the double standard of naming and shaming those convicted of domestic tax evasion while withholding the information regarding any Canadians convicted of overseas tax evasion?” concluded Downe.
